Phased Schedule and Local Effects

Work begins in October 2026 on the 5500 block of South Blackstone and the 1700 block of East 55th Street. Additional segments on Dorchester and University Avenue follow in January 2027. The final phase reaches Cottage Grove Avenue by April 2027.

Residents who drive or walk these routes will encounter temporary lane closures and detours during daytime hours on weekdays. The city engineering division states that each block requires roughly four weeks to complete once crews arrive.

The approved budget document lists $1.2 million specifically for sidewalk panels in areas with documented trip hazards from the 2025 infrastructure survey. Another $2.6 million covers asphalt milling and resurfacing on collector streets that carry 8,400 vehicles per day according to the same survey.

Payment and Completion Steps

Property owners along affected blocks will receive notices by certified mail in August. No direct assessment appears on 2027 property tax bills because the ordinance draws entirely from existing capital reserves.

City staff will hold two open-house meetings at the Hyde Park Library branch in September to answer questions about parking restrictions during construction. Completion of all listed segments remains projected for June 2027 under the current contract timeline.
