Lakeview City Council Approves Street Repair Bond Measure, With Work Phased Through 2028

The Lakeview City Council voted 6-3 on July 7 to authorize a $12 million general obligation bond for street resurfacing and sidewalk repairs, with the first tax assessments appearing on property bills mailed in January 2027.

The vote came after the council reviewed the public works department’s pavement condition index report, which showed 38 percent of city streets rated poor or failed. Council members tied the decision to the need to meet federal pavement standards before applying for matching grants due in late 2026.

Effects on daily travel and household costs

Property owners in the 12 census tracts that contain the targeted corridors will see an average annual increase of $47 on their tax statements beginning next year. Residents along Maple Avenue and Riverside Drive can expect temporary lane closures and detours once crews mobilize in spring 2027, with each segment scheduled for completion within four months of start.

Local delivery drivers and school bus routes that use those streets will face the longest disruptions, according to the traffic management plan attached to the bond ordinance. The city’s capital improvement schedule lists 22 additional blocks for 2028, after the initial contracts are let.

Implementation timeline

The finance department will begin collecting the dedicated millage in the first quarter of the 2027 fiscal year, generating the revenue stream required before bonds can be issued. Public works has set a March 2027 mobilization date for the first three paving contracts, with bids due by December 2026.

City staff will hold two open houses in October to display exact block-by-block schedules and answer questions about access during construction. The ordinance requires quarterly progress reports to the council beginning in April 2027.
