Regional Transit Investment Act Allocates Funds to Lincoln Park CTA Routes

The Illinois General Assembly passed the Regional Transit Investment Act on June 30, 2026, directing $120 million in new state funds to the Chicago Transit Authority for routes serving Lincoln Park. The legislation specifies increased operating hours on the Brown Line between the Fullerton and Armitage stations and on the Red Line at the North/Clybourn stop.
State budget documents released in May 2026 showed that prior transit allocations had remained flat for three years, leaving the CTA to cover rising fuel and labor costs from existing fares. The new act changes that distribution by tying funds to ridership data from the 2025 fiscal year.
Daily commuters who board at those Lincoln Park stations will gain two additional evening trains on weekdays. Residents who drive to work along Lincoln Avenue or Clark Street will see no corresponding increase in street resurfacing money from the same legislation.
Who receives the new resources
The act lists 14 CTA bus and rail routes statewide for expanded service. Three of those routes operate inside Lincoln Park boundaries. Local advocates note that households within a half-mile of the Fullerton station will have the clearest access to the added trains. Property owners along the 1800 block of North Sheffield Avenue, for example, sit within that radius.
Budget figures attached to the bill show $18 million earmarked specifically for Lincoln Park and adjacent Lakeview routes. No line item covers pavement work on the same streets. The legislation states that remaining state road funds will continue under the existing capital program that expires in 2027.
Timeline for rollout
The CTA must submit a service plan to the state by August 15, 2026. The government says the policy will place the first new trains into operation by October 2026. Residents can track the schedule through the CTA website once the plan is filed.
