River North City Council Enacts 2026 Community Services Expansion Policy for Neighborhood Programs
The measure adds funding and staff positions to local food, job and elder support services used by River North households.

The River North City Council approved the 2026 Community Services Expansion Policy on July 7. The policy increases annual operating funds for five neighborhood centers and adds 12 full-time positions in food distribution, job placement and home-delivered meals.
The change follows the release of the city’s fiscal year 2025 service utilization report, which recorded a 19 percent rise in requests for emergency food assistance and a 14 percent increase in senior transportation bookings. Council staff presented the figures during the July 2 budget session.
Changes for residents who use the programs
Households in the West River and Harbor View districts will see the Northside Community Center extend its food pantry hours from three to five days a week starting September 1. The same centers will open 40 additional subsidized childcare slots for working parents who currently sit on waiting lists that average eight months long. Job-training classes at the River North Workforce Hub will add evening sessions for shift workers, with enrollment handled through the city’s existing online portal.
The policy also directs $420,000 to expand the Meals on Wheels contractor agreement. Current participants, who number 1,240 according to the Department of Aging records, will receive one extra meal per week beginning October 1.
Budget figures and rollout schedule
City budget documents list the total new allocation at $2.35 million, drawn from the general fund reserve that stood at $18.4 million on June 30. The Department of Finance statement released July 8 projects that 68 percent of the money will reach direct service contracts by December 31. Remaining funds will cover recruitment and training of the new staff positions, which the personnel office expects to fill by August 15.
Applications for the expanded services open on the city website on August 1. The Department of Community Services will hold three in-person information sessions at the main library on July 22, July 29 and August 5.
